Distinguished Vice Premier Han Zheng, distinguished guests, 

Ladies and Gentlemen, Dear Friends,

        Good evening!

        As the Chinese poetry describes, “East wind, the envoy of spring, urges the resurrection of grass and the blossom of flowers when they meet.”  When spring returns to the earth, we gather at the agreed time to meet each other through “cloud” at China Development Forum 2021. The Forum cannot be successfully held without active participation from both domestic and oversea enterprises, international organizations, and academic institutions, or without great support from Chinese state leaders and Chinese government agencies concerned. Therefore, on behalf of the Development Research Center of the State Council, I would like to extend my warm welcome and sincere gratitude to all of you, and to bring my kind regards to both old and new friends of the Forum!

     In the past year, China’s economy, when confronted with thrilling risks and challenges, has striven forward by tackling difficulties. Consequently, it acquired tremendous achievements. The Chinese people, led by President Xi Jinping, has overcome multiple implications and constant shocks brought by raging Covid-19 and deep recession of the world economy, achieved significant strategic results in preventing and controlling Covid-19, and completed the mission of poverty alleviation with high quality. As a result, China’s economy has taken the lead in positive growth among major economies, making contribution to stabilizing global supply chain and the world economy. Meanwhile, faced with challenges caused by the backlash against globalization, China has intensified its efforts to open up by signing the Regional Comprehensive Economic Partnership Agreement (RCEP) and entering into the Bilateral Investment Treaty (BIT) with Europe. We uphold multilateralism, and endeavor to build a community with a shared future for mankind.

        The year 2021 will mark the centenary of the Communist Party of Chinaand the beginning of the 14th Five-Year Plan in all respects. We will build on the achievement to embark on a new journey toward the second centenary goal of fully building a modern socialist country. Right now, the world is caught by pandemic and changes unseen in a century, and the global economy is facing unprecedented challenges. Despite of this, peace and development, the theme of the times, has not changed, and the trend toward economic globalization has not changed. The people have stronger expectations toward win-win cooperation and jointly tackling the common challenges. We believe that the world will be a better place after overcoming all kinds of difficulties.

        Looking forward to the 14th Five-Year Plan, China will be standing on a new development stage, to implement the new development philosophy, to foster a new development paradigm, and to promote high-quality development. There are 1.4 billion people in China, and more than 400 million are middle-income groups, which constitute a substantial large-scale market. The potential of the market and domestic demand will be fully released, providing more development opportunities for other countries. China will advance reform and opening-up at a higher starting point, boosting the recovery and growth of the world economy, opening a broader space and writing a more brilliant chapter for win-win cooperation between China and other countries in the world.

       Forty years since its reform and opening-up, China has been deeply integrated with the world economy. China’s influence on the world has never been as comprehensive, penetrating, and far-reaching as it is today; the world’s attention to China has never been as extensive, profound, and focused as it is today. With the theme of "China on a New Journey of Modernization", this Forum will carry out in-depth discussions on a series of major topics including China’s 14th Five-Year Plan framework and the Long-Range Objectives Through the Year 2035, promoting high-level opening-up, and pursuing a comprehensive green transformation of the economy and society. I believe this year’s Forum will definitely stimulate your in-depth thinking and offer a wonderful feast of thoughts.

        There is an old Chinese quote praising the power of cooperation. “If two people are of the same mind, their sharpness can cut through metal, and their consensus-based argument is as appealing as the fragrance of orchid flowers.” I believe that through the in-depth and frank exchanges of views among the guests, this Forum will certainly gather more consensus and contribute more wisdom to the prosperity and development of China and the world.
