Actively promote the high-quality development of the “Belt and Road” in Africa（No. 244,2019）

Recently, we went to Ethiopia and Kenya to carry out study on promoting the high-quality development of the “Belt and Road”, and met relevant think tanks in the two countries, as well as international organizations including the African Union and the United Nations Environment Programme. The study finds that the “Belt and Road” initiative is in line with regional and national development plans, promotes green development, and generally follows relevant international rules and host country standards. Therefore, African countries speak highly of “Belt and Road”. But there are challenges ahead, including geopolitical skepticism, poor business environment, gap between Chinese standards and international ones, low participation of Chinese private enterprises, single source of financing and high costs, and lack of systematic research on the “Belt and Road” by African organizations. Our suggestions are as follows: relying on the host government ’s strength to provide security for the “Belt and Road” project; further complying with relevant international rules and host country standards; sharing green development experiences; innovating financing models and strengthening debt risk management; and strengthening China-Africa think tank cooperation.
