Silk Road Think Tank Network


The Silk Road Think Tank Network (hereinafter referred to as SiLKS) is an informal international network initiated jointly by think tanks, relevant international organizations, and institutions. On Oct. 28th, 2015, the SiLKS was inaugurated by 43 founding parties in Madrid, Spain. The initiative to establish the SiLKS was proposed jointly by the Development Research Center (DRC) of the State Council of China and the Center for International Relations and Sustainable Development (CIRSD) in Istanbul, Turkey in December 2014. By June 2017, SiLKS has 54 members and partners.


Carrying on the Silk Road Spirit—namely “peaceful cooperation, openness and inclusiveness, mutual learning, and mutual benefits”— the SiLKS is devoted to inspiring the wisdoms of think tanks in an effort to jointly build the Belt and Road through knowledge generation, sharing and application, and to achieve sustainable development.


Joint Research

The SiLKS will conduct joint research on issues regarding economic and social development in relevant countries and regions, as well as provide consultations to governments, enterprises, and organizations.

Information and Knowledge Sharing

The SiLKS will promote information exchanges and knowledge sharing through international forums, roundtables, websites, publications, media interviews, etc.  

Capacity Development on Policy Research and Consultation

The SiLKS will promote people-to-people exchanges in the form of visiting scholars and study tours, as well as create and maintain a shared hub for Silk Road data, so as to enhance the capacities of think tanks in terms of policy research and consultation.


The SiLKS is an open and inclusive network. Prestigious think tanks from all nations are invited to be Members. International and regional organizations, government agencies, companies, non-governmental organizations and individuals are also encouraged to join as Partners.
